Kenneth C. Blocker

Kenneth Blocker is the Assistant District Manager and previously served as the Director of Finance for the Villages Community Development Districts. In his current role, he serves as the Chief Financial Officer for the 17 Community Development Districts with budgets totaling over $300 Million. Kenneth also manages all issuance of debt for the Community Development Districts and an investment portfolio of over $200 Million. He has over 15 years of experience working in school districts and non-profits serving as the Chief Financial Officer.
Kenneth earned a bachelor’s degree from the University of South Florida and a Master’s in Business Administration from Saint Leo University. He also obtained the designation of a Certified Public Funds Investment Manager.

Mark Grimmel
Egis Insurance & Risk Advisors

Mark Grimmel is the President and Founder of Egis Insurance & Risk Advisors (Egis) with offices located in Boca Raton and Lake Mary, Florida. Egis, established in 2008, provides insurance and risk management services to Florida Public Entities, Special Taxing Districts, and Public Charter Schools. In 2011, Egis created a public entity insurance trust called the Florida Insurance Alliance (FIA) and serves as the Trust Administrator. Prior to creating Egis, Mark served as the Vice President of Property and Casualty Insurance Services for Hilb, Rogal, and Hobbs. Additionally, he worked for over 12 years in the accounting profession providing financial reporting and accounting services to mid to large sized businesses. During this time, he held the positions of Controller and Director of Operations for one of the largest privately held technical staffing firms in the country.
Mark earned a Business Administration Degree from Palm Beach State College and currently holds an Associate in Risk Management (ARM), Risk Management for Public Entities (ARM-P), Accredited Advisor in Insurance (AAI) and Certified Insurance Counselor (CIC) designations.

Michael Hollingsed
Orlando Utilities Commission

Michael Hollingsed is Treasurer and Director of Treasury Services for the Orlando Utilities Commission (OUC), the 14th largest municipal utility in the United States. He is responsible for OUC’s capital financings, managing all investment activities, along with payment processing and reconciliation. Mr. Hollingsed has 24 years of experience working both for OUC and in the private sector.
Mr. Hollingsed earned his Master of Business Administration from the Crummer Graduate School of Business at Rollins College and a Bachelor of Science Degree in Economics from Florida State University. He is a Certified Treasury Professional.

Stan Nichols
Santa Rosa County Tax Collector

Stan Nichols is a native resident of Santa Rosa County and has been married to his wife Joyce since 1984. Stan was elected as Tax Collector in 2008 and was unopposed in 2012. He was also elected by his peers to the Executive Board of Directors for the Florida Tax Collectors Association. For the board, he currently serves as Treasurer. He also serves on the Board of Directors of Baptist Health Corporation. Under his leadership, the Santa Rosa County Tax Collector’s Office has been presented the award for excellence in financial accounting three consecutive years by the Florida Tax Collector’s Association for having a perfect audit.

Emory Roberts
City of Ocala

Emory Roberts is the Director of Finance and Customer Service for the City of Ocala and is responsible for leading the Finance and Customer Service teams in providing supporting services to the City. Emory oversees all accounting support functions, external audits, the City’s annual CAFR, as well as providing investment portfolio oversight.
Emory brings to the City of Ocala,over 25 years of experience in accounting and auditing in both the public and private sectors. He earned his MBA in Business Administration from Campbell University and his Bachelor of Science in Accounting from Albany State University. Emory’s professional designations include a CGAP, CISA and CIA. His wealth of knowledge is an asset to FL-FIT’s advisory board.
